Glossary
Assembly means convocation of members to promote goals and objectives the KOJO Foundation and informing public about the KOJO activities as well as information dissemination on provided good quality performance of the KOJO and the Vocational schools.
Executive director (ED) administers and represents the Foundation. While managing its activity implementation process, the Executive director fulfills the legal orders/ regulations issued by the Supervisory Board. The ED submits written progress and financial reports and any information related to the foundation management to its Supervisory Board. The Executive director’s authorities are stipulated in the Foundation Charter. Fundraising is a process on attraction of funds and other resources for the organization (prevailingly non-commercial) with an aim to implement certain social projects. Helvetas Swiss Association for International Cooperation is non-commercial organization on development and cooperation set up in 1955 in Switzerland. Currently, it has more than 40 thousand members and sponsors. It works to improve the living conditions of disadvantaged people in 20 countries in Asia, Africa, and Latin America. The overall goal of Helvetas Kyrgyzstan is to increase the capacity of the rural population to initiate and sustain its development towards improved living conditions. In Kyrgyzstan, Helvetas started its activities in November 1994. Today, Helvetas runs five projects. KOJO is a Kyrgyz abbreviated term (Kesiptik Okutuunun Jergiliktϋϋ Organy) meaning Local Vocational Training Fund. As titled, it represents an ownership for the vocational course and unifies (consolidates or speaks on behalf) parties of local communities and state authorities as well as other sectors of the society that provided financial support, and also bears responsibility for sustainable management of the given course. KOJO mobilizes funds from the local financial sources as well as national and international donors. Multilateral financing is mobilization of funds from various financial sources including local and national sponsors’ contributions, governmental and international donor financing, training fees to cover the operational costs of the Farmer Entrepreneur course. The Supervisory Board is governing body that implements supervision over the Foundation activities, decision making by the governing bodies and job performance of the executive bodies, utilization of funds, observance of laws and charter regulations. The Supervisory Board functions on nonpaid basis. STAR (Skills Training in rural Areas) is a project for vocational education in rural areas (until 2008 the Agricultural and Rural Vocational Education Project) started in January 2001 in Naryn oblast in order to support Kyrgyz partners and local communities to adapt the agricultural vocational education system to the new situation of market economy. This Project runs two components: • Agricultural Skills Training in Rural Areas (A-STAR) • Tourism Skills Training in Rural Areas (T-STAR) A-STAR, i.e. Agricultural Skills Training in Rural Areas is agricultural vocational education project that cooperates with service provider partners providing services on training in Naryn, Ysykkol, Chui and Talas oblasts currently training more than 1000 students and having graduated above 500 students on two different three-year courses and 16-month courses. The Project makes efforts to ensure sustainability through the KOJO Local Vocational Training Fund public foundations that are covering operational costs to maintain 16-month farmer entrepreneur’s course via its joint financing mechanism. T-STAR, i.e. Tourism Skills Training in Rural Areas Project supports to establish and introduce sustainable training mechanisms to provide short term qualification courses to train hotel and restaurant sector employees and unemployed, who are hired for seasonal work in the territory of Lake Ysykkol. |
